“I am Claiming 1 basic day because the Carrier has violated the Collectively Bargained Agreement. The Carrier denied my request for a PLD/VAC/LOP day on DATE. The Carrier denied my request stating “__________________” In 1990, the Carrier agreed to maintain a sufficient number of engineers to permit reasonable layoff privileges and to protect vacancies, vacations, and other extended vacancies. The Carrier has failed to meet that obligation therefore it is in violation of the agreement.”
